Press releases and announcements for EU-funded projects in Romania

Comunicate.eu publishes start, progress and completion announcements for EU-funded and PNRR projects on Romanian publications, at 35 lei (about €7) excluding VAT each, with model texts below and a verified link for the project file.

Almost every grant agreement requires visibility: people should know the project exists, which programme funds it and what it aims at. The requirement is clear in the contract and vague in practice — it does not say where exactly, yet the proof still has to go into the reporting file. This page explains what we publish for funded projects in Romania and how the material looks so it also works for reporting.

Which announcements we publish

  • The project launch, with programme, value and objectives
  • Implementation progress and interim results
  • Project events open to the public
  • Project closure and final results

What a project announcement contains

Each programme sets its own requirements, in the financing contract and in its visual identity manual, so read those first. The elements that usually appear:

  • the beneficiary's name, exactly as in the financing contract;
  • the project title and code — the SMIS code, or the code of the PNRR measure for recovery-plan projects;
  • the programme and the fund that finance it;
  • the total value of the project and the amount of non-reimbursable funding;
  • the implementation period, with start and end dates;
  • the objective and, at completion, the results achieved;
  • a contact person, with phone number and email address;
  • the visual identity elements required by the programme, such as logos and the standard funding mention.

Model text: project start announcement

Publish it in Romanian; the structure is the same in any language. Replace everything in square brackets.

[Beneficiary] announces the start of the project “[project title]”, code [SMIS or PNRR code], financed through [programme], [priority or measure]. The total value of the project is [amount] lei, of which [amount] lei is non-reimbursable funding. The project runs from [start date] to [end date] in [locality, county]. Its general objective is [objective], and the main expected results are [result 1], [result 2] and [result 3]. Contact: [name], [role], [phone], [email].

Under the text go the funding mention and the logos, in the form set by the programme's visual identity manual.

Model text: project completion announcement

[Beneficiary] announces the completion of the project “[project title]”, code [SMIS or PNRR code], financed through [programme]. The project ran from [start date] to [end date], with a total value of [amount] lei, of which [amount] lei non-reimbursable funding. Through the project, [beneficiary] achieved [result 1, with figures], [result 2] and [result 3]. [One sentence on what changes for the people or the company concerned.] Contact: [name], [role], [phone], [email].

Write the results in figures — jobs created, equipment bought, people trained — rather than adjectives: they are what a completion announcement is for.

What publication does not cover

We do not replace the plaque, the billboard or any physical element required by the contract. We do not publish a call's applicant guide or eligibility lists — those are documents of the managing authority, and reproducing them on a private publication confuses more than it helps.

Two labels that do not replace each other

An announcement for a funded project carries two sets of obligations that coexist. The first comes from the grant agreement: the programme's visual identity elements and the mentions required there. The second comes from Romanian Law 363/2007: the material is paid, so it has to be recognisable as such, an obligation of the advertiser and of the publication. On the 109 own-network publications, the announcement is labelled as paid material on request; each partner publication's labelling policy is listed in the catalogue before you order. Neither set replaces the other, and their order on the page does not matter.

Who appears as the sender

The beneficiary of the grant, not the consultant who writes the text. This matters for reporting: the proof of publication has to show the organisation named in the contract. The consultant can order the publication from their own account — the client is a label on the campaign, not a separate account — but the beneficiary is who appears in the material.

What you send

The announcement text, the visual elements required by the programme, the project data — code, programme, value, period — and a contact person. The more complete the material, the fewer rounds of questions, and the turnaround in the catalogue stays as promised.

Proof of publication for the project file

Keep three things for each announcement: the link to the article, the publication date, and a PDF or screenshot of the page saved on the day it appeared. Comunicate.eu gives you the first two — the address of the article, verified after publication as a logged-out visitor sees it, and the exportable order history with date and publication. Save the PDF from your browser on the same day, so the file shows the page as it was.

What it costs

35 lei excluding VAT (about €7) per publication on any of the 109 publications in Comunicate.eu's own network; partner publications in the catalogue show their own price. For projects with several announcements over the implementation period, packages bring the effective price down to 33 lei (10 publications) or 27 lei (50 publications), and credits do not expire — so they can be bought at the start and used over the whole project. If the beneficiary orders from its own account, the invoice is issued to the beneficiary; whether it counts as an eligible expense depends on the financing contract. Packages are on the pricing page, and the ordering steps on publish a press release in Romania.

Project announcements are not covered by the free Public Interest Press Releases programme: they stay paid, even when the beneficiary is an NGO, a school, a hospital or a city hall. Verified NGOs in the programme have a 30% discount code for paid own-network publications, which also applies to start and completion announcements.

Frequently asked questions

Is a press release mandatory at the start or the end of an EU-funded project?

It depends on the programme and on the financing contract. Programmes require beneficiaries to inform the public about the support received, and many ask for a start and a completion announcement; the exact wording is in the contract and in the programme's visual identity manual. Where it is required, the announcement has to contain the elements listed above, and you need proof of publication for the file.

Does the announcement have to appear on a national website?

Only if your contract or manual says so. If it names a type of outlet — national, regional or local — choose a publication of that type in the catalogue; if it does not, choose by who should hear about the project, which for most projects means the press of the county where it runs.

How much does an EU project announcement cost?

35 lei (about €7) excluding VAT per publication on Comunicate.eu's own network, or 27 lei per publication with a package of 50. The first publication of every new account is free. Project announcements are not part of the free Public Interest Press Releases programme; verified NGOs in the programme get a 30% discount code for paid own-network publications.

Does publishing with you replace the plaque or the billboard?

No. The physical elements required by the grant agreement remain mandatory. Online publication is an additional proof of visibility, not a substitute.

Do I receive proof for the reporting file?

Yes: the article's address, verified after publication as a logged-out visitor, plus the exportable history with date and publication. It is the link that actually resolves, not a confirmation from our system.

Who appears as the sender: the consultant or the beneficiary?

The grant beneficiary. The consultant can order the publication, but the material has to show the organisation named in the grant agreement, otherwise the proof is useless for reporting.

Does the advertising label spoil the reporting?

No. They are two different requirements and both apply. Material carrying both the programme's visual identity and the advertising label is correct from both directions.

Can I send the same text as an SEO article?

You can, but they are different formats. A project announcement is short and factual; an SEO article is built around a searched question and needs a different structure. Published identically at several addresses, the two would compete with each other.
