The Public Interest Press Releases programme is for organisations that have something to tell their community and no advertising budget: associations and foundations, schools, universities, public hospitals and city halls in Romania. Once the organisation is verified, you get up to 8 free placements a month on 19 publications in Comunicate.eu's own network. Below: who can join, what you get, what stays paid, how we verify the organisation, and what we never ask for.
Who can join
- NGOs: active associations, foundations and federations with their own tax code.
- Schools: state, private or denominational pre-university education units that are accredited or provisionally authorised to operate and have their own legal personality — kindergartens, schools, high schools, colleges, seminaries, children's palaces and clubs.
- Universities and other higher-education institutions, state, private or denominational, accredited or provisionally authorised to operate.
- Public hospitals, including clinical institutes and sanatoriums in the public health system.
- City halls of communes, towns, municipalities and Bucharest's sectors.
Not eligible: companies, including state-owned ones; political parties and organisations linked to them, national minority organisations that stand in elections, initiative and referendum committees, candidates and elected officials acting personally; trade unions and employers' organisations; parishes, monasteries and other religious units (denominational schools and universities join as schools or universities); homeowners' associations; counties, county councils and prefectures; private individuals. An organisation that is deregistered, tax-inactive or, according to ANAF, the Romanian tax authority, in dissolution, liquidation, bankruptcy, insolvency, reorganisation or with its activity suspended cannot join, and if that happens after approval, the monthly allocation stops until a person reviews the case.
What you get, free
- Up to 8 placements a month, for example 4 releases on 2 publications each. The allocation is topped up to 8 at the start of every month; unused placements do not carry over.
- At most 2 publications per release, chosen by you from the programme's 19.
- Nofollow links: at most 3 links in the text, all marked nofollow. The release informs; it is not an SEO tool.
- Every release is read by a person before publication, and you usually get an answer within one working day. If we cannot publish it, we tell you exactly why and what you can change.
- A signature line without a link at the end of the article, in Romanian, stating that the release was sent by your organisation and published free through the programme. Readers know who is speaking and why the text is there.
- The month's report as a PDF, with the published addresses and their dates, from the Programme page of your account. It fits straight into a report to a funder.
- No card and no subscription. The programme never turns into something paid on its own.
The 19 publications in the programme
They are Romanian-language publications in Comunicate.eu's own network, chosen for news, civic topics and regional press, so releases are published in Romanian:
- Press releases and PR: pr360.ro, icomunicat.ro, comunicatpresa.9z.ro, pr.1az.ro.
- Civic and social: actulcivic.ro, societatecivila.ro, pentruoameni.ro, stirisociale.ro, drepturisociale.ro, cetateanmodel.ro.
- Regional: cluj-azi.ro, iasi-azi.ro, brasov-azi.ro, constanta-azi.ro, banat-news.ro, oltenia-news.ro, dobrogea-news.ro, bucovina-news.ro.
- Health: stiri-medicale.ro.
For a local announcement, choose the regional publication for your area; for a national campaign, a civic or press release site. You can publish on any other publication in the catalogue at any time, paid, at the price shown next to it.
Which releases the programme covers
Public-interest releases: information useful to the community, from a clearly identified sender. For example:
- events open to the public: a charity concert, an open day, an information session;
- information and prevention campaigns: vaccination, road safety, environmental protection;
- services and changes that affect people: enrolments, a hospital ward's opening hours, a public consultation, roadworks;
- the results of your work: how many people were helped, what was built, what opened;
- calls for volunteers and donation appeals to the organisation's official account.
What stays paid, and what we do not publish
Some releases are published, but not through the programme:
- EU-funded and PNRR project announcements — start, progress, completion — stay paid, even when the beneficiary is an NGO or a public institution. NGOs in the programme get a 30% discount code for paid publications in the own network, which covers these announcements too. Model texts are on press releases for EU-funded projects.
- Commercial content: products, prices, offers, promotion of sponsors, companies' corporate social responsibility projects, and the promotion of services the organisation charges for (tuition fees, courses, paid consultations). They are published like any other press release, paid.
- Tender and job announcements, which are also paid.
Not published through the programme: political advertising, meaning messages from parties, candidates and elected officials acting personally, calls to vote, and texts that seek to influence an election, a referendum or the adoption of a law or another normative act, including petitions. With every release you tick a declaration that it is not political advertising. Nor do we publish fundraisers to personal accounts, accusations against individuals, casino, crypto or adult content. Children may appear by name or in images only with their parents’ written consent (and the child’s own, from age 14), which you email to us at contact@comunicate.eu before approval, and health data about a person only with that person’s written consent, sent the same way. We keep no copies of these documents: we record what we saw, and you keep the original. During election periods the rules are stricter: releases do not name candidates, parties or alliances, and public institutions in the area holding the vote publish only public service information, without naming elected officials.
How to join
- Create an account on Comunicate.eu with an email and a password, or with Google. No card, no billing details.
- Open the Programme page in the app menu and fill in the application: the type of organisation, the tax code, the website, an official email address and, if you like, a note. You accept the programme rules and, with a second tick box, the clauses in section 23. Right after you apply, you get an email confirming that we received the application.
- We verify the organisation and the representation, as described below. The application is made by the account's owner or an administrator.
- Once approved, the month's placements appear in your account straight away. You write the release under Articles, choose at most 2 of the 19 publications, tick the declaration that it is not political advertising and submit it. You usually get an answer within one working day, and an approved release goes live within the turnaround shown next to each publication, typically 2 working days.
Programme releases are sent only from the app, not through the API, through artificial intelligence assistants connected to the account or through email import. They cannot be scheduled for a later date and do not include paid services such as copywriting: you write the text yourself.
Texts of programme organisations do not go through artificial intelligence services: not automatically, and not through the editor’s buttons, which are not shown to them. The fields you do not fill in yourself, such as the search engine title and description, the article address or the tags, are filled in by the app by fixed rules, from your text.
How we verify the organisation
- The tax code, with ANAF. We check that the organisation exists, what legal form it has, and that it is not deregistered, inactive or, according to ANAF, in dissolution, liquidation, bankruptcy, insolvency, reorganisation or with its activity suspended. If the form stops you because of the ANAF data and you think it is a mistake, write to us from Support: a person rechecks it. For NGOs we also look at ANAF's register of entities that can receive tax-deductible sponsorship, as an extra signal, not a condition.
- Public institutions are confirmed on their official website or in the Ministry of Finance list of public entities, and private and denominational schools and universities in the records published by ARACIIP and ARACIS, the Romanian quality assurance agencies for pre-university and higher education.
- Representation. If the email address is on a .gov.ro or .edu.ro domain, or on the domain of the organisation's website, you receive a confirmation link there. Otherwise we send a code to an official address we find ourselves, for example on the organisation's website, or accept a letter signed by the legal representative, emailed to contact@comunicate.eu; for institutions, with a registration number. We keep no copy of the letter: we record what we saw and delete the email within 30 days.
- What we never do: call the phone number from the form or ask for copies of identity documents.
- Rechecks. Every month the tax codes go through ANAF again; once a year we reconfirm the representative. A tax code can belong to only one account in the programme.
What we never ask for
We do not ask for a link to Comunicate.eu from your website, a logo, a review, a mention in the release or exclusivity. We do not ask for a card and do not move the organisation onto a subscription. The only sign of the programme is the line at the end of the article, which we add on the publication.
The rules
The full rules are in the Public Interest Press Releases programme rules, which you accept when you apply. Programme placements are free and reserved for the organisation: they cannot be sold, transferred to another organisation or exchanged for money, and they do not carry over from one month to the next. Participation can be suspended or ended for an organisation that breaks the rules; a person on our team decides, and we email you the reason. You can ask for any decision of ours to be reviewed within 6 months, from Support, and a person answers you. How we use personal data in the programme is set out in the annex to the rules.

Frequently asked questions
Why is it free?
Because the 19 publications are ours, and public-interest releases are exactly the news we want on them: local, civic, useful. The programme also makes the platform known. That is our interest, and it asks nothing of you in return. The limit of 8 a month and a person reading every release keep the programme sustainable and the publications clean.
What happens to unused placements in a month?
They do not carry over. At the start of the month the allocation is topped up to 8: if you used 5, you get 5; if you used none, you still have 8. A placement counts in the month the order was sent.
What happens if a release is not approved?
We tell you why and what to change, and the placement goes back into the month's allocation. You can correct the text and send it again, or ask for the decision to be reviewed within 6 months, from Support; a person answers you. If you edit a release after it was approved, it goes through approval again before publication.
Is a PNRR project start announcement covered by the programme?
No. Announcements for projects funded from EU funds or the PNRR are paid, at 35 lei excluding VAT per publication in the own network. NGOs in the programme have a 30% discount code for paid own-network publications, which also applies to these announcements.
Can we publish on publications other than the 19?
Yes, paid, on any publication in the catalogue, at the price shown next to it. The programme covers only the 19 publications above, at most 2 per release.
Do we have to add a link or the Comunicate.eu logo to our website?
No. We do not ask for a link, a logo, a review or a mention, now or later. The only mention of the programme is the line without a link at the end of each published article.
